I remember that when I watched the programs on marine fauna, I used to be surprised by the sight of a fish, considered a species of parasite of the seas, that used to use sharks as a means of transport, attaching itself to its body. In this way she travels free, feeds on her leftovers, acting at the rhythm of the life of the sharks.
That is the image I have of the so-called Organization of American States (OAS), which I consider to be an expired, nineteenth-century institution destined to disappear. A body subject to the designs of the White House, subject as a hindrance and whose institutional headquarters, where the office of the secretary general and the permanent council meets, is distanced by just a couple of hundred meters from the headquarters of the US executive, crossing the back gardens, symbolizing, with this image, this imperial notion of considering our countries as part of their property. The OAS steward, the faithful gardener of this courtyard, is the most unconditional of the secretaries general of the Organization of American States: the Uruguayan political chameleon and diplomat, recently re-elected Secretary General, Luis Leonardo Almagro Lemes.
In addition to being a gardener, Almagro carries out the work of executioner of the sovereignty of numerous countries, which make up the American continent, in this courtyard closely watched from Pennsylvania Avenue (where the Oval Room of the White House is located). Almagro's role is that of a gravedigger, who submissively specifies the tasks mandated by his master. Almagro is simply a cynical, manipulative, despicable and treacherous politician. Expelled even from the movement where he militated, the Frente Amplio Uruguay, because the revisionist and conversational stench he exuded, generated more deadly contagions than Covid 19 among the militancy of the Charrúa movement, which had him as ambassador to China under Tabaré Vásquez and chancellor under the government of José Mujica, both former presidents and prior to taking over the leadership of the OAS in 2015.

Under Almagro's mandate, the OAS has reached the extreme of greater servility that an institution could reach, which gathers 35 members within it, with the exception of Venezuela, which withdrew from the institution in April 2019, due to open American tutelage. . As well as Cuba, which was expelled, at the meeting held in Punta del Este, Uruguay in 1962, in an action that filled the island with glory and the OAS with disgrace, described by Commander Fidel Castro Ruz, in a famous and beautiful speech at the second national assembly of the people of Cuba (2) held in the Plaza de la Revolución in Havana, on February 4, 1962, as "The Ministry of Colonies" in Washington.
The OAS was founded with the stipulated objective, in article No. 1 of the founding charter, to create "an order of peace and justice, foster their solidarity, strengthen their collaboration, and defend their sovereignty, territorial integrity, and independence." Openly betrayed objectives, turning this organization into an endorsement and accomplice of the intelligence services, dictatorships, under the leadership of the American governments and the CIA in the matter of establishing, supporting, stimulating coup d'etats, riots, destabilization processes against numerous countries: Nicaragua, Cuba, Panama, Brazil, Haiti, Dominican Republic, Venezuela, Chile, Bolivia, among others. In recent months, the destabilization process of the Bolivian nation has been the brunt of the political and moral collapse of Almagro and his unconditional supporters, becoming a figurehead for the actions planned by the Trump administration, to overthrow the government of former President Evo Morales, to who forced himself to resign after the civic-military coup, which reported alleged irregularities in the first round. All this framed in an audit and an absolutely irregular report, prepared by an OAS commission, which has been shown to be part of the coup plan against the MAS government, by raising questions about the victory in the first round and thereby preventing the proposal. of the winning candidate to conduct a ballot. The orientation of the north was clear: to prevent any constitutional departure, simply to overthrow Evo Morales. The role that Almagro played, dragging the entire regional body, in the destabilization of Bolivia is expressed in what Rolcan defines as “the hypocrisy of the OAS and the cynicism of Almagro, which support the usurpation of the self-proclaimed president in a parliament without Quorum in the name of democracy, of course, with the immediate recognition of Donald Trump ... The sepulchral silence of the OAS was questioned by the Mexican government and before this fact Almagro requested a "constitutional" exit legitimizing the "unconstitutionality" of the coup " clear incongruity of who in essence it is and how well he knows that his conduct leads him to the dustbin of history.
The OAS and the Lima group represent the most obscene of the policy of submission to Washington by the right-wing political caste of Latin America. The political transfer of Almagro and his squires, whose financial funds do not seem to have limits, has submitted in bondage to what the US government administration, obsessed with Cuba, Nicaragua, at the time with Bolivia and in this country, says and orders. chronic persecution against Venezuela, with overthrowing the Bolivarian government and usurping its hydrocarbon wealth. An obsequious, sheepish, genuflexed OAS, ordinary in its submission, including brutal silence in the face of armed aggressions against Venezuela, executed by US mercenaries together with traitors and deserters of the Venezuelan army, from the soil of Colombia, with the authorization of the narco-government of Iván Duque .
All this verified and nevertheless, Luis Almagro, regularly verbose and complainant, is silent in front of this. More power is the dollar and that armchair of secretary general of a morally ruined regional organization, propped up by the generous arms of Washington when it comes to its faithful and obedient puppets. I endorse the words of the Venezuelan Foreign Minister, Jorge Arreaza, when he pointed out regarding this organization last Friday, June 26, “We cannot even affirm that the OAS is in ruins.
