In contrast, and as part of a dualistic, exclusive, racist and discriminatory thinking, the lie was woven that the inhabitants of the colonized world (Africa, Asia, Latin America ...) are the expression of backwardness, misery, or in more terms direct from barbarism. From Europe first and then from the United States, the slogan was affirmed that at the bottom of European domination there was a confrontation between civilization and barbarism, a motto that was also assumed by the Creole ruling classes, as stated by the Argentine liberal Domingo Faustino Sarmiento in the 19th century, as part of his project of “being like them”, for which it was necessary to “whitewash” the nation and eliminate the “barbarian races” of Indians, blacks and mestizos. The civilization would be represented by the Europeans, their descendants or their emuli, and the barbarism would be embodied by the others, those of dark complexion, most of the inhabitants of the colonized world after 1492.

From there, a Eurocentric account was consolidated in which it is assumed that the actions of Europeans in pursuit of world domination should be well seen, since they were done with the supreme objective of radiating civilization and eliminating barbarism, supposedly with which justified the colonial wars, invasions, occupations, racism and exploitation of millions of human beings, who had to bear because of their inferiority, the "burden of the white man" as the English imperialist poet Rudyard Kipling said, in some verses that extol violence and conquest: "Come on, tie your children into exile / To serve the needs of your captives; / To serve, with combat equipment, / To tumultuous and wild nations; / Your newly conquered and unhappy villages, / Half demons and half children. ”

The historical and current reality is very different from that heroic narrative, since the subjugated peoples have endured for five hundred years the plundering, the destruction of our wealth, and the mass murder of millions of human beings, beginning with the bloody conquest of America . With this premise we must emphasize that from Europe a form of barbarism is practiced, which is concealed under the nickname of civilization, something like a "barbaric civilization", which justifies the destruction and enslavement of others because they are considered "uncivilized".

With this prism the contemporary processes of injustice must be visualized, among which the forced migration of millions of human beings, fleeing their countries, ravaged by wars, economic adjustment plans and impoverishment policies that have been imposed by the United States and European powers.

In this area, European barbarism emerges with all cruelty, as exemplified by what has happened in Italy for several years and has manifested itself with bestial inhumanity with the treatment of the Open Arms ship ("open arms"). This name corresponds to a Catalan NGO that has proposed to get to the coast of Europe, after rescuing them, some tens of thousands of migrants trying to arrive in that continent, helping them on their journey, almost at the end of the tour, so that Do not die drowned. This in itself shows European barbarism, because it is the private interests of NGOs that assume humanitarian work that should be carried out by the States, which deploy inhuman policies to undesirable “foreigners”, seen as intruders and criminals.

A recent Open Arms expedition exemplifies European barbarism, since Italian Interior Minister Matteo Salvini, a virulent extreme-right politician, racist and xenophobic, criminalizes those Italians or Europeans who provide some kind of help to migrants which come mainly from Libya and Syria.

Open Arms rescued 147 migrants who were in danger of death in the Mediterranean Sea, which has become the largest cemetery in the world, as evidenced by a shocking fact: in recent years 14 thousand people have drowned, five thousand of them in 2016 , in his vain effort to reach Europe. After rescuing these human beings, the Open Arms tried to disembark on Italian coasts, but it was prevented for twenty days, during which the health, feeding and living conditions of migrants worsened, which led to some desperately they will throw themselves into the sea and try to swim around the Italian coast.

 Matteo Salvini has become a top-level politician in Italy for his racist and xenophobic conceptions that are based on the slogan, not at all original, of "first the Italians" and he has proclaimed, imitating the style of the American Way of Death of the United States, that the Italians must arm themselves against the intruders and invaders and kill them in "legitimate defense." Salvini increases his popularity with his hard-handed policy against migrants, whom he regards as a hindrance to civilized Italy.

Playing with the pain and suffering of the starving migrants aboard the Open Arms, he prevented them from reaching the mainland for three weeks and threatened to retain the ship, prosecute its owners and crew. He said that "firmness is the only way to prevent Italy from becoming Europe's refugee camp again." This is the continuity of their persecution of migrants in Italy, including the gypsies, who said it was necessary to destroy their camps. But barbarism is not only of the Italian government, but of the European Union as a whole, since the worst of each country emerges in these crises. For example, the government of Spain, where the NGO comes from, beyond demagogic and opportunistic statements of aid to migrants who were in the Open Arms, announced that it could fine that NGO with a million euros and the prohibition of navigate for five years, for the "crime" of rescuing migrants on the high seas.

If it had not been for the action of a Court of Italy, which suspended the decree of Salvini, which prohibited entering the ship to the territorial waters of Italy, the first part of this tragedy, which continues for migrants, would not have been concluded yet , for what happens to them on European soil or because they are expelled. In short, European barbarism has multiple expressions and migrants suffer in the "civilized" Europe.
