"Mr. President, Members of the Human Rights Council, Excellencies.
I am extremely concerned about the current human rights crisis in the United States. What is happening in that country constitutes an unusual and extraordinary threat to humanity as a whole, becoming a disturbing destabilizing factor for regional and world peace.
Right to health
The enjoyment of the right to health in that country continues to be threatened, now with greater intensity due to the pandemic. The country registers 30% of the cases of people infected with Coronavirus in the world, which already number 1,795,783 with 104,500 deaths. The US health system failed according to the statements of Dr. Anthony Fauci, Head of the US National Institute of Infectious Diseases. 40% of the population is excluded from the US health system.
The irresponsible attitude of President Donald Trump, who minimized the effects of the virus, together with his decision to end his relationship with the WHO and therefore the contempt of the protocols established by this Organization, endangers not only life and health of Americans, but it becomes a high risk for neighboring countries and the entire world.

Excellencies, the situation of poverty in the United States is increasingly alarming. According to the Census Bureau of that country, there are 39.7 million people living in poverty, of which 18.5 million are in extreme poverty and 5.3 million in conditions of absolute poverty. Of these people, 12.5 million are children. According to data from the same office, 140 million people do not have sufficient income (43.5% of the population).
According to the US Department of Housing and Urban Development, 546,000 Americans lived on the streets and lacked permanent shelter in 2017. Almost 8 million lost their homes to the recession. According to the country's Department of Education, the number of homeless students in the 2015/16 school year amounted to 1,304,803.
Racism
With deep indignation, the entire world witnessed the cruel murder of George Floyd at the hands of the US police, a man who, because of his skin color, was denied the most basic of human rights: to breathe in order to live.
Racial hate crimes in the United States have shocked the world, and white supremacy has shown an increasing trend in that country. FBI Director Christopher Wray warned in February this year that white supremacy is a persistent and widespread threat to American security. It showed that of the incidents in 2018 that involved single bias cases, 46.9% were motivated by prejudice against blacks or African Americans.
Blacks are 2.5 times more likely to live in poverty than whites and the incarceration rate is 6.4 times that of whites.
Arbitrary arrests and torture
The arbitrary deprivation of liberty in the United States in the context of immigration, criminal justice, and health-related confinement, as well as the situation in Guantanamo Bay, continues to be of great concern to this Office.
The treatment that the US Government gives to immigrants has become increasingly inhuman and in violation of international law. According to the information provided by that country to the Working Group on Arbitrary Detention in October 2016, at least 352,850 people are detained each year pending the outcome of their immigration procedures. More than 5,400 children have been separated from their parents on the Mexican border since July 2017. Video recordings provided by the US Customs and Border Protection Office showed minors in cages and barely covered in blankets.
Violence
The report released by the FBI in 2019 estimated 1,206,836 violent crimes occurring across the country during 2018, including 16,214 murders, 139,380 rapes. In the US, there are more firearms than people: the estimated average of these civilian-owned devices was 120.5 per 100 residents. One person is shot dead in the US every 15 minutes. The number of mass murders hit a record of more than 1 for each day of the year.
Freedom of opinion, expression and demonstration
The current US Administration has attacked freedom of expression. Recently, on May 27, in a clearly authoritative and undemocratic attitude, Donald Trump threatened to "regulate" or "close" social media platforms after questioning Twitter about two of his messages. Recall that since November 2018 journalists have limited access to the White House.
The violent repression against protesters by police forces in the United States, as well as the arbitrary arrests following the protests against racism and the murder of George Floyd, have been public and notorious and constitute evidence of the flagrant violation of rights. humans in there. Police agencies reported that around 500 people were detained from Minneapolis and 200 more in New York in these 5 days of protests.
Trump's statements are strong evidence of the attitude that violates human rights in that country. The president of the United States described the protesters as "terrorists" and asked the governors that "if there were no use of force that would entail sending them to prison for long periods of time, they would see themselves as idiots in the eyes of the public." He urged them "not to be too careful."
Choking other countries
Not satisfied with the violation of human rights in his country, the USA, in order to maintain his world hegemony, he has trampled under international law.
It insists on its policy of suffocating countries that do not align with their interests through unilateral "sanctions" that constitute crimes against humanity against entire peoples.
Recently, the UN Secretary General, Antonio Guterres, in the framework of the pandemic that plagues the World, demanded the suspension of the coercive and unilateral measures that the US imposes against Venezuela, Cuba, Iran, China, Russia, Syria, Nicaragua and the Democratic People's Republic of Korea. We did the same from this Office. However, the US refuses to fulfill its international obligations.
Excellencies, I strongly request that you consider this report. Unlike those that I have previously delivered, particularly those related to human rights in Venezuela, in this case, all the evidence that supports each of the statements that we make here is attached, it is based on official US government statistics and we have considered the reports presented by independent UN expert rapporteurs.
With great concern for stability and world peace, we conclude by saying that human rights in the United States are on a downward spiral that seems to have no end.
